Standing Committee
The Reverend Eric Hillegas
Rector: St. John the Baptist Episcopal Church, York, PA
I have enjoyed serving on the Standing Committee for the past three years. I support the many different voices and perspectives that come together in the Standing Committee. I am still relatively new to this diocese; however, I am familiar with the opportunities and challenges that accompany parishes as they seek to balance budgets, maintain property, and respond creatively to God’s call in Christ. I bring an abiding passion for the Church and its mission to every generation to restore all people to unity with God and each other in Christ.
Layperson: Mr. Richard Breach
St. Stephen’s Cathedral, Harrisburg, PA
My background includes 30-plus years in sales, marketing, and customer service. I have used this experience to run several successful fund-raisers for SSEC. They include a miniature golf outing for SSES, men’s breakfast, and fundraising that includes ice cream pies, & chili, and soup sales. I also ran a non-profit foundation, where I did extensive successful fundraising for scholarships and other deserving purposes. I will faithfully execute the duties of The Standing Committee for the Diocese of Central Pennsylvania.

St. Luke’s Episcopal Church, Mechanicsburg
I am a lifelong Christian, raised Presbyterian, Episcopalian since 1972. I have served as Senior Warden in parishes in Geogia and West Virginia. I served in a leadership post for the annual financial effort of St. Stephen’s Cathedral while a parishioner there. I have led music for men’s groups, youth groups and youth conferences for the Cathedral, St. Luke’s, and the diocese. I have special concern for the church’s outreach to youth, especially my grandchildren, and with growth and survival of the diocese in this age of challenge.

Clergy: The Reverend Canon Kate Harrigan
Interim Rector: St. Luke’s Episcopal Church, Mechanicsburg
I bring the gifts of creativity, experience, and, I hope, growing out of those, wisdom. I have served in numerous capacities in the diocese and the wider church, each time gaining an understanding of the way the church works and a vision of the church’s potential. I strongly believe in the power of positive change and have the flexibility and imagination to encourage growth and to live into new wine and new wineskins while being faithful to the deep and loving foundations of our faith.
Layperson 2nd Term: Mr. Richard Koch
St. Stephen’s Cathedral, Harrisburg
I am completing my first three-year term on the COT. During that period, I have gained many insights into the needs and concerns of the diocese and the actions required by the COT. I have also gained much from working with other COT members and Bishop Scanlan. It is this knowledge, experience, and these working relationships that I will utilize in my second three-year term, if elected.
I also serve as the COT representative on the Shaped By Faith Implementation Committee. This is a position that I requested, and it has been a wonderful experience. The Implementation Committee reviews and makes decisions on grant requests from parishes around the diocese as part of the SBF ministry. This ministry which has been generously funded by the diocese has provided funds for a variety of initiatives for many parishes and is making a difference in the work and ministry of these parishes. I hope to continue this important work with my colleagues on the Implementation Committee.
I also bring experience in leadership and governance from my own parish, St. Stephen’s Episcopal Cathedral in Harrisburg. I was on Vestry for 6 years from 2010-2016 and for the last three years of that term as Senior Warden. I have also been on the St. Stephen’s Episcopal School Board for the past 5 years and currently serve as the Chair of the Development Committee.

Disciplinary Board
Clergy 3rd Term: The Reverend Dr. Richard Bauer
Rector: St. Edward’s Episcopal Church, Lancaster, PA
As a student of ethics and classical approaches to moral discernment, casuistry, and virtue: I bring formal Legal Studies training and a doctorate in Christian Leadership to our diocesan Disciplinary Board. This background enables me to take nuanced stances and to articulate thoughtful approaches in matters of perceived impropriety, be they expressed in personal behaviors or in professional lives. As a pastor and an empathetic listener, I do my utmost to exercise mindfulness and other-oriented concern in matters of discipline. This helps me to rise above the pressures of groupthink and embrace broader perspectives. I look forward to serving.
Layperson: Mr. James Tutak
St. Paul’s Episcopal Church, Wellsboro
I would like to serve at the diocesan level. I hold a B.A. (Rutgers, ’72), and a J.D. (Seton Hall, ’78). I was admitted to the bars of New Jersey and the Supreme Court of the United States. I practiced for 35 years as an associate and then partner in a small firm for 15 years and then as a solo practitioner in a general practice, retiring in 2013. I was counsel to the Hudson County Government Ethics Committee and provided pro bono services to indigents. I was also a volunteer mediator for the New Jersey Superior Court, Hudson County.
